This is a weird specification.
In MZ, you could change the values of passability and terrain tags by dragging the mouse, but it’s pointless.
In reality, adjacent tiles often have different settings, so dragging just messes up the configuration. If you want to switch settings multiple times, you have to drag the same spot accurately every time.
Think about when you add new fences or large trees.
No, actually try adding them yourself, you in the development department.
Drag doesn’t work at all. The four-direction settings are also a pain.
Ideally, when you start dragging, the settings should be copied to adjacent tiles.
With that, the four-direction passability settings would be easy too.

Sometimes it works to drag and apply the change in passability like that, but I think it can be quite specific. It’d probably be more useful if there was some sort of bulk edit tool, or a way to copy all the settings between tiles, as you mentioned.
On text editors for example there’s a brush icon that lets you copy formatting from one selection of text to another. Something like that, just copy everything from one tile to another.
It took 25 years to introduce an eraser to Tsukuru, so I don’t expect much.
