If all you need is a character, you should try the MV and MZ Generator first.
It can do more than you think (if you have enough Gen part).

You probably won’t get any takers for such a generic request. If you have specific character designs in mind, you need to talk about them at least a little (and if you do get a taker, you need to describe them in as much detail as possible). If you don’t have anything particular in mind, then you need to come up with the designs before making a request.
It’s possible to request a character design, rather than a sprite, but that’s quite a different story, very unlikely to be free, and even then, you would need to give some details. The sprites may be included or may be a separate request using the designs as reference.
