From my understanding, yes this should be fine for AGMaker. The clause you highlighted allows use with “any other entry in the RPG Maker series that retains the Company’s rights,” and ACTION GAME MAKER is officially listed in the GGG Products Terms right alongside RPG Maker MZ, MV, and the rest. So it falls under that allowance.
You’ll just need to meet conditions 2.1 to 2.3 from the pack’s readme: being a registered owner of the pack, only using it for game creation and project promo (screenshots, videos), and crediting Koji Marumugi visibly in your game.

Thanks for the answer. I will comply with the Terms of Service. I actually purchased this asset pack on Steam, so I should have a payment record.
